ALI BABA AND THE FORTY THIEVES

Excerpts from PRIVILEGE SPEECH of Senator Enrile

PHILIP G. BRODETT

“Here now is the main character in this drama: Philip Gould Brodett. This gentleman was assessed by the BIR for an P8-million tax deficiency. The BIR discovered that he had two tax identification numbers with different addresses. He claims that his only source of income is Philcomsat Holdings Corporation for which he received only approximately P1-million a year but has several bank accounts running to tens if not hundreds of millions of pesos. He is the chief money laundering officer of Philcomsat Holdings Corporation. He received P26 million from Philcomsat Holdings by way of compensation, fees, allowances, reimbursement and cash advances including a US$10,000 yearly travel allowance. He charge Philcomsat Holdings between P5,000 to P10,000 daily for reimbursement expenses. He declared only P1 million annual income to the Bureau of Internal Revenue. He has more cars than I have, Mr. President.

The Senate President is a multibillionaire. I do not know whether he has a Porshe, a Cayenne or a Mercedes Benz, or a Jaguar, but this gentleman has all of those, including BMWs. I do not have them.

He purchased 10 luxury vehicles in his name or in the name of dummies and children. A 2003 BMW; a Lincoln Town car; a 2005 Cayenne; a 2000 Honda CRV; a 2002 Ford Explorer Sport; a 2003 Chevrolet Tahoe; a 1999 Ford Expedition; a 1996 Porshe; a 1991 Mercedes Benz; and 2001 E150 Chateau. Consideration for the cars’ expenses for repairs and maintenance, gasoline and oil were all paid for by Philcomsat Holdings Corporation.

He opened a joint account in his name, a Manuel Nieto, in the Export and Industry Bank, where Philcomsat Holdings Corporation’s corporate funds were being diverted to by the hundreds, by the tens of millions, Mr. President.

Of the Brodett-Nieto account, P3.2 million went to “Bomboy” Araneta; P100,000 was given to Johnny Tan; P300,000 was in cash.

Senator Enrile. Mr. President, here is a man, Philip Gould Brodett, who is supposed to earn only P1 million a year. He drew a check for P30 million from his deposit account, I think, in Bankwise. I do not know who is the owner of Bankwise. And this check was drawn in favor of a certain Leonides Val Ortega. I understand he is the President of Bankwise. And this Leonides Val Ortega, in turn, deposited this P30 million in his personal account at the Rizal Commercial Banking Corporation. Thirty million pesos of Philcomsat Holdings’ fund, Mr. President, stolen by modern Ali Baba thieves, not for the benefit of the stockholders of this corporation but for their personal benefit.”
