“Joy Rodriguez, branch manager of the Bank of the Philippine Islands, Pacific Star, is reputed to be the girlfriend of Philip Brodett. She allowed the encashment of checks amounting to millions and they are all on the record. Philcomsat Holdings Corporation’s accounts dwindled from P150 million to P1 million in one year. She claimed to have always requested for clearance from Philcomsat Holdings Corporation but did not know the name of the person who gave the clearance. She refused to freeze the Philcomsat Holdings Corporation’s bank accounts even with the TRO issued by the Regional Trial Court of Makati. It was known by this lady manager, Joy - - for whose Joy - - Rodriguez. She did not stop honoring the checks being drawn to dissipate the money resources of Philcomsat Holdings Corporation. She allowed the withdrawal of P30 million in one day, on the very day that the TRO was issued. She connived with the PCGG nominees and Brodett in suits filed by or against the unified board.”
