“The next person I will discuss, Mr. President, is a lawyer. His name is Luis Lokin. Luis Lokin, L-O-K-I-N. He is the chief legal operator of Philcomsat Holdings. He was sued by his former law firm partners, Atty. Mario Raval and Vice-Governor Rolex Suplico, for estafa. He was suspended by the Supreme Court from the practice of law. He faced several disbarment complaints in the Integrated Bar of the Philippines. He is subject to many contempt charges in the Sandiganbayan. This gentleman is not only a director, he is not only an operator, but he also earned fantastic legal fees for himself and for his law firm from Philcomsat Holdings. He received P31 million as compensation, fees, allowances, reimbursement and cash advances, including P2 million supposedly for the Sandiganbayan TRO, and P2 million supposedly for public relations for the Supreme Court injunction.

Mr. President, I am not saying that the Supreme Court was involved here. I am not saying that the Sandiganbayan was involved here. I am only saying that this is the record that I found when I scrutinized the documents that were given to me by the present management of Philcomsat Holdings.

If this is true, Mr. President, if, indeed, the judicial department of our government is involved in this kind of affair which I do not believe so, but if - - I repeat, if indeed such an involvement exists, then for heaven’s sake, time has come for us to look closely into our structure of government and throw the book against whoever may be involved. Unless we do this, we can never repair the destructive corruption that we see in these records.”
